More photons for extra traction?

Today, we have bright sun, blue skies with just a haze of high cloud, and minor roads like ice rinks, on account of a dusting of snow overnight and a diamond-hard frost.

And far, far more cars have their headlights on that was the case the last time we had fog.

Am I missing something here?
